A section of Kisii county employees in the executive have threatened to unearth all ills in the county if governor James Ongwae will not intervene in their affliction and sacking threats from their bosses. Speaking to this Journalist in Kisii town, one of the eight employees who ceased to be identified for fearing of intimidation accused County Secretary Johnstone Ndege and Public Service Board Chairman David Kombo among other senior officers in the county of selfishness and misleading governor Ongwae. He rested blame to the ‘kitchen cabinet’ of Mr. Ongwae for their humiliation and intimidation, and said they (South Mugirango Forum) on their meeting held at Itumbe early this month with attendance of 200 people from the sub-county, resolved that senior officers whose work is questionable to be sacked and replaced with competent and hardworking people. He accused Mr. Kombo of nepotism by employing his relatives, whereby according to their scrutiny he alleged that the CPSB chair has employed more than 30 relatives and some from his village. “We want some of the senior officers like ECM Kodeck Omwancha for Finance, County Secretary Ndege and chairman for CPSB, Kombo among others to be sacked because they are lazy, have nepotism and mislead governor Ongwae. They have no moral ground in their backyard and they are changing perception for our governor among Kisii residents from better to worse because of their deeds. This is likely to impact negatively in the next election,” he foresaw. He disclosed that employment and promotions in the executive arm of government in the county were being done un-procedurally and said he had all evidence related to the irregularities. Mr. John (pseudo name), further said he will seek judicial redress if they will be sacked as threatened by their bosses. “Some of us are being threatened that we will be sacked for pointing out errors and concerns on what we are seeing. I want to warn them that let them attempt to do it. We know all that is transpiring in the county and we will put open everything ranging from un-advertised employments like the ones took place recently and irregular promotions,” Mr. John echoed. Among the areas he noted employment was done without having advertised for were the clerical and driving jobs. In a letter dated 10th August 2015 written by County Secretary Johnstone Ndege addressing the county staff, noted that some employees in the executive were soliciting for money from job seekers to offer them employment. The secretary warned the staff against engaging in corruption practices and said anybody found culpable will be sacked with immediate effect. “This is to bring you to attention that there are some un-scrupulous people who are moving round including our staff soliciting for funds fraudulently from unsuspecting members of the public purporting to bribe the chairman of the CPBS and the County Secretary to secure employment. A few government officers have been noted doing this and their days are numbered,” read the memo. It continued, “Take note that those caught will be immediately dismissed from the service under the public officers code of ethics and the public service regulations and will be subjected to investigation by the police. This act should stop forth with. All public officers are urged to note this and report any cases where money has been solicited for the above ill-mentioned purpose
